One more return to remember.

Your local earned income tax return is separate from your federal and Pennsylvania returns. We help you prepare it and understand what comes next.

After ASY prepares your local return, you are responsible for signing and mailing it, with the required attachments and any payment, by the filing deadline.

ASY prepares it. You mail it.

ASY does not mail your local tax return for you. Filing your federal and Pennsylvania returns electronically does not submit your local return.

Follow the instructions included with your completed ASY tax packet. Sign where indicated, attach the listed documents, enclose payment if due, and mail the local return yourself. Keep a complete copy and proof of mailing.

The annual local return is generally due April 15 following the tax year, with adjustments for weekends and applicable holidays. Employer withholding does not replace the annual filing requirement. Ask us about your filing requirements if you had no earned income or are retired.

Why your neighbor’s tax rate may differ.

Local earned income tax (EIT) rates depend on your municipality and school district, rather than a single county-wide rate. A mailing city or ZIP code alone may not identify your tax district. Your six-digit resident PSD code identifies where you live.

Examples reflect the collectors’ and municipalities’ published information reviewed October 2026. Confirm the rate for your address and the tax year being filed; these examples are not a complete rate list.

Work location can also affect withholding. Employers generally compare your resident rate with the nonresident rate where you work and withhold the higher rate. York City workers may need an additional Act 205 tax calculation. Tell ASY about every home and work address used during the year.

West Shore School District exception: York County residents in Fairview Township, Goldsboro Borough, Lewisberry Borough, and the West Shore portion of Newberry Township file with Cumberland County Tax Bureau. Follow your ASY packet and CCTB’s current instructions; do not use the YATB boxes below.

What goes in your local return packet?

Mail the complete packet ASY provides for your collector. Required attachments depend on the income, deductions, credits, and moves reported on your return.

Business and partnership schedules Applicable PA Schedules C, F, and RK-1 for YATB; Keystone may also require applicable C, E, F, K-1, or RK-1 schedules. Include the schedules ASY identifies for your circumstances.
PA Schedule UE When claiming allowable unreimbursed employee business expenses; include the applicable schedule for each employer.
Move and tax-credit worksheets YATB Schedule X or Keystone’s Part-Year Resident Schedule when applicable. For claimed out-of-state or Philadelphia tax credits, include supporting W-2s, returns, and credit schedules as instructed.
Payment Enclose the amount due and any payment voucher supplied. Make the check payable to the collector specified in your packet.

A federal Form 1040 or PA-40 by itself does not replace the local return. Supply copies of those returns if your collector or ASY instructions require them to support a deduction or credit. Do not staple the documents.

Adams County: YATB’s instructions list its Gettysburg office at 240 West Street, Gettysburg, PA 17325. Use the mailing instructions in your ASY packet for your Adams County return; call YATB at 717-334-4000 if you need to confirm the destination. The Gettysburg office uses a street address, not one of the York PO boxes.

Dauphin County: Keystone mailing boxes.

Mail the annual return to Keystone Collections Group in Irwin, rather than YATB or the Dauphin County Tax Collection Committee.

These addresses are for annual individual local income tax returns. Estimates, late-filed returns, collection notices, and other local taxes can have different destinations. Follow the tax-year instructions included with your ASY packet.

What income is subject to local EIT?

Local earned income tax applies to earned income, such as wages, salaries, tips, and taxable net business profits. It does not tax Social Security or qualifying retirement income, including eligible pension and retirement-plan distributions.

Early withdrawals or nonqualifying distributions can be treated differently. Bring your 1099-R forms so ASY can review them. If you are retired but still work or operate a business, that earned income may still be taxable locally.

A few local tax reminders.

Local EIT generally covers wages and taxable net business profits. It is separate from Local Services Tax (LST), property taxes, occupation or per capita taxes, and mercantile/business privilege taxes. Those taxes have their own rules and forms.

If local tax is not fully withheld—for example, you are self-employed or work outside Pennsylvania—ask ASY about quarterly local estimated payments.

Before you put the envelope in the mail: confirm the collector and address, sign the return, include all listed attachments and payment, and keep your copy. You are responsible for mailing your local return after ASY prepares it.
